According to a Whitfield County Sheriff’s Office incident report, On September 26th, 2022, at 7:25 PM, Deputy Woods was dispatched to the area of 2545 East Walnut Avenue in reference to a shoplifting in progress. According to the report, Deputy Woods made contact with the loss prevention associate. She stated she had witnessed Sandy Kathleen Fowler, 54, of Calhoun, concealing merchandise into a book bag, and then she placed the book bag underneath her skirt. The associate stated Ms. Fowler purchased a few items and then exited the store with unpaid merchandise. Deputy Woods observed Ms. Fowler’s behavior and decided it would be ok not to place her into handcuffs due to her size. Deputy Woods then escorted Fowler to the rear seat of his patrol vehicle and transported Fowler to the Whitfield County Jail, charged with theft by shoplifting.
