Cleveland woman arrested for DUI after call of suspicious vehicle in Floyd County

According to a Floyd County Police Department incident report, On September 17th, 2022, PFC. Sangphim and LT. Hovers were dispatched to the area of 197 Biddy Road in reference to a suspicious vehicle that had entered the complainant’s driveway. As officers approached the area, they observed a Blue Honda Civic that was stopped in the 100 block of Biddy Road. The female driver, later identified as Kirstin Amanda Head, 39, of Cleveland, GA, failed to maintain her lane of travel and turned onto Chulio Road. Officers then conducted a traffic stop and made contact with Head. Lt. Hover advised he could smell the strong odor of an alcoholic beverage coming from her breath. Officer Sangphim reported, “Once Kristin exited the vehicle, [I] began speaking with her and began to smell the odor of an alcoholic beverage coming from her person. Kristin’s eyes were bloodshot and watery.” During roadside field sobriety tests, Head showed several signs of impairment. She admitted to only drinking one Heineken 12 oz beer before driving. Head then refused to give a sample of her breath on a PBT. Officer Sangphim reported, “[I] then informed Ms. Head she was under arrest and asked her to put her hands behind her back. She initially resisted and did not comply, but after several loud verbal commands to comply, she did. [I] was able to place her into handcuffs without using any force other than normal handcuffing procedures. Ms. Head was then read Georgia’s Implied Consent Notice. [I] had to re-read the notice because Ms. Head would interrupt. I informed her of what I was reading to her once more and read the full notice for blood. Ms. Head refused the state test.” During a search of Head’s vehicle, Lt. Hover’s recovered an open Bacardi Rum bottle inside an open cooler within arm’s reach. Head was booked into the Floyd County Jail and charged with DUI and open container violation.
