According to a Dalton Police Department incident report, on March 30th, 2022, Officers responded to 1306 Underwood Street, the Underwood Lodge in reference to an intoxicated male with a 2-year-old child. According to the report, “The caller stated that the male suspect appeared to under the influence of drugs and was acting very strange. The caller stated that the male had been urinating in front of people, and the child had a soiled diaper that appeared very old.” The officer reported, “When [I] arrived on scene, [I] was approached by [concerned citizen] and her husband. [concerned citizen] stated that the male suspect was unable to tell them where he came from or where the mother to his child was. At this time [concerned citizen] was holding the two-year-old child. [concerned citizen] stated that when she found the child her diaper was filled with feces and appeared to have been like this for a long time. She stated that she took the child to her room and changed her diaper. [concerned citizen] stated that she spoke with someone on the male’s phone who stated that he and his girlfriend lived on Redbird Road. [concerned citizen] also handed me a knife that she had taken from the male suspect.” According to the report, the officer then made contact with the intoxicated male Jeffery Boyd, 36, of Dalton, who had snot and tears running down his face, and he appeared to be sweating profusely. The officer asked Jeffery what was going on today, and he did not answer. The officer reported, “[I] could smell the strong and distinct odor of an alcoholic beverage coming from Jeffery’s person. [I] tried several times to communicate with Jeffery, but he was too intoxicated to communicate with me.” While the officer was trying to speak with Jeffery, a female came walking up to them and advised she knew Jeffery. Saying, “yeah he is my cousin.” The officer asked her what was wrong with him and she said that he was very drunk as always. According to the report, “She stated this like it was normal and not a problem.” The officer reported, “[I] explained to her that he was outside with his 2-year-old daughter in a manner that he was completely unable to take care of her. She stated that she knew Jeffery had his daughter with him because she had been watching her today, and he came and got her after work. [I] asked her if she thought it was a bad idea to allow her highly intoxicated cousin to walk off with a two-year-old in the dark when he could not even take care of himself. She did not respond to my question.” According to the report, At this time, Jeffery began to yell and curse at officers, but nothing he was yelling made sense. Jeffery. Then showed a BrAC level of 0.355 grams on a PBT. More witnesses stated Jeffery had been trying to push a stroller up the stairs with the child in it when he fell down the stairs due to his extreme intoxication. One of the witnesses stated that he was able to catch the child before she hit the ground and was injured. According to the report, A nearby store cashier said Jeffery had shown up and took his penis out, urinating on the front sidewalk of the store in front of customers. The officer had a caseworker from the department of children and family services respond to the scene. A while later, the two-year-old mother arrived on the scene. The DFCS caseworker explained to the officer that they already had an open case on Jeffery, the mother, and their two children, so there was no need to make a new referral. Jeffery was transported to the Whitfield County Jail, charged with public drunkenness and felony cruelty to children (1st degree) (FVA).
