Rome woman charged with endangering a child by DUI after speeding while high with unrestrained kids in car in Floyd County

According to a Floyd County Police Department incident report, on January 23rd, 2022, at around 8:26 PM, Officer Sangphim and Officer Wright were conducting patrol operations in the area of GA-1 South and Walker Mountain Rdoa. Officer Sangphim reported, “[I] observed a white SUV that appeared to be speeding, [I] visually estimated the vehicle’s speed at 80 mph and confirmed this with my in car radar unit locking the vehicle’s speed at 79 mph in a 55 mph zone while visually tracking the vehicle.” The officer stopped the vehicle and made contact with the driver identified Angela Star Lindsey, 36, of Rome. According to the report, Angela’s license status showed her license was suspended. Officer Sangphim reported, “When Angela stepped out of the vehicle [I] began to smell the odor of marijuana. [I] observed that Angela’s eyes were red and bloodshot. [I] asked Angela if she had anything illegal on her person or in her vehicle. She admitted she had some marijuana in her bra. Angela removed the marijuana and sat it on the hood of my patrol vehicle. Angela stated there may be a “roach” in the vehicle. [I] did locate a burnt marijuana joint in a cigarette pack in the center console of the vehicle. Angela had two children, both six years of age in the rear seat. [I] asked Angela why her daughter, was not in a car seat. [I] spoke more with Angela and asked her when she had last smoked marijuana. She stated she smoked marijuana around 6pm prior to leaving for church. She stated she then took both children with her to church while high.” Given Angela’s inability to walk and how unsteady she was on her feet the officer did not feel it was safe to attempt roadside evaluations to determine Angela’s sobriety. Angela was read Georgia’s implied consent notice for blood, and she agreed to submit to the state’s test of her blood. Angela was then transported to the Floyd County Jail, where she was charged with speeding, safety restraint violation for a child, possession of marijuana, DUI, two counts endangering a child by DUI and driving on a suspended license.
