Summerville woman arrested for DUI after leaving concert in downtown Rome

According to a Floyd County Police Department incident report, on June 6th, 2021, at around 2:10 AM, Officer Boatfield observed a vehicle traveling northbound on GA-1 north at the Armuchee Connector. Officer Boatfield reported, “The vehicle was traveling in the outside lane, as [I] was traveling in the inside lane. [I] observed the vehicle weaving inside its lane of travel. Due to this fact, [I] moved over behind the vehicle and activated my in-car camera system to record the driver’s movements. The driver moved into the left lane after a period of time, but the weaving persisted, and the driver hit the lines on either side on more than one occasion. The driver also went over the centerline. There was also a visible acceleration and deceleration going on. The driver appeared to be speeding up, then letting off of the gas. This persisted throughout the entire time [I] was behind the vehicle.” The officer conducted a traffic stop on the vehicle. The driver stopped in the center turn lane at GA-1 and GA-140. The officer made contact with the driver, identified as Celina Gabrielle Norton, 22, of Summerville. Celina apologized several times when advised of the reason for the traffic stop. Officer Boatfield reported, “[I] asked her if she had anything to drink tonight, and she said that she had earlier. [I] asked her how much she’d had to drink, and she stated that she had a couple of beers. She advised me that she was on her way back from the concert that had occurred in downtown Rome.” According to the report, Celina apologized again and explained to the officer that she could get someone to come and pick her up.” Celina advised the officer that she’d had two Angry Orchard beers. Celina once again apologized to the officer and offered to get someone to come to get her. Officer Puckett arrived on the scene and assisted. Officer Boatfield reported, “It should be noted that while speaking with Celina outside of her vehicle, [I] did observe an odor of alcoholic beverage coming from her person.” Officer Puckett reported, “While performing this (HGN) test [I] observed Celina was swaying back and forth. [I] also could see that Celina’s eyes appeared bloodshot and glassy.” According to the report, Celina showed several clues of impairment. Officer Boatfield reported, “Based on all of the evidence [I] collected through the course of my investigation, [I] concluded that Celina was likely under the influence of alcohol.” Celina was then placed under arrest for DUI. Officer Puckett read the Georgia Implied Consent Notice to Celina, where she agreed to have her blood drawn. Celina was transported to the Floyd County Jail charged with impeding the flow of traffic, DUI-driving under the influence of alcohol, and failure to maintain lane.
