Tennessee pair arrested after being found with stolen vehicle and drug paraphernalia in Catoosa County

According to a Catoosa County Sheriff’s Office incident report, On Saturday, August 5th, 2023, at 5:50 PM, Deputy Lewis was proactively patrolling in the area of 1830 Lafayette Road at Rose’s Discount Store’s when she observed a 2003 Blue Pontiac GTP in the parking lot, not in a marked parking space, with all four doors, the hood, and the trunk opened on the vehicle. According to the report, “There were items strewn about the ground all around the vehicle. A white female wearing a hot pink shirt and blue jeans appeared to be going through items in the vehicle as if she were determining what was in the vehicle; she was checking items one-by-one as she removed them and rummaged through them. Her behavior seemed unusual and did not appear to be consistent with how a person would search for something in a vehicle they owned and know what was in their own car. Deputy Lewis observed the subject for several minutes while also checking the registration through NCIC. The registration did return on a stolen vehicle from Hamilton County.” Deputy Lewis requested assistance from other units and detained the female, identified as Amber Lynn Stonecipher, 36, of Tennessee. Amber stated they broke down and that her fiance had gone into the AutoZone. Amber gave officers the wrong name for her fiance and said she was not sure of his full name yet stated they had been together for over a year. Officers made contact with a male, later identified as Zachary Tyler Combs, 30, of Tennessee. As he exited the store, Corporal Carmichael and Deputy Lewis did ask his name, which he gave as “Zachary Tyler Combs” with his date of birth and stated he does also go by Tyler and also the name Tyler Lough, which is a false name. Deputies were struggling to properly identify the male suspect, so Deputy Lewis asked for the last four digits of his social security number to verify with the NCIC return on a driver’s license. He provided the number “2763” which was determined to be false once the suspect was properly identified. Upon further questioning, Amber stated she did not know the male that officer’s detained and that he was not her fiance. While searching the vehicle, Deputies did locate several syringes, scorched tin foil, straws, pocket-size digital scales, NARCAN, and baggies indicative of heavy drug use. Deputies also located three car stereos, five cell phones, numerous tools, a car jack, crowbar, a tarp, dirty shoes, and catalytic converters. Both Zachary and Amber were booked into the Catoosa County Jail on felony charges.
