According to a Floyd County Police Department incident report, on March 27th, 2021, around 8:02 PM, Officer George and Officer Sangphim responded to Wilkerson Road at Norcross Way in reference to a vehicle crash. Officers arrived on the scene and observed a white Ford van in the ditch and a male subject later identified as Mateo Lopez, 31, of Norcross, Georgia, laying on the porch of an abandoned house across the street from the vehicle. Officer George approached Mateo and asked him what happened, and he stated that it was his van. Mateo stated his friend was driving and had crashed. Mateo stated that he did not have a license when asked. Officer George reported, “[I] could smell the odor of an alcoholic beverage coming from Mateo, and he also had watery, bloodshot eyes. [I] then asked Mateo how much he had to drink, and he stated two beers.” Mateo denied driving the vehicle but eventually told Officer Sangphim that he was the driver of the van. Mateo stumbled to the front of a patrol car and was asked if he would participate in roadside field sobriety evaluations. Mateo refused all testing, including implied consent. Mateo was transported to the Floyd County Jail charged with driving without a license, DUI-driving under the influence of alcohol, and failure to maintain lane.
